Information on modernization of the nursing education in Public State Enterprise on the Right of Economic Management “Pavlodar Medical Higher College” of Health Department of Pavlodar Region of Akimat of Pavlodar Region

Within the scope of the Roadmap for modernization of the nursing education system of the Republic of Kazakhstan for 2016-2019 the Pavlodar Medical College (hereinafter referred to as the College) became one of the six pilot medical colleges in the country to be reformed into the Higher Nurse College.
On July 5, 2016 the Pavlodar College was renamed as the Public State Enterprise operating on the basis of the right of economic management "Pavlodar Medical Higher College" of Pavlodar Region Health Department, Pavlodar Region Akimat in accordance with Decree of Akimat of Pavlodar Region № 223/5 "On renaming the Municipal State-Owned Public Enterprise on the right of economic management "Pavlodar Medical College" of Pavlodar Region Health Department, Pavlodar Region Akimat ".
The state compulsory educational standard in "Nursing" with the "Applied Bachelor’s degree" qualification was approved on June 29, 2017 by order No. 471 "On amendments and additions to the order of the Acting Minister of Health and Social Development of the Republic of Kazakhstan dated July 31, 2015 No. 647" On approval of state compulsory standards and model professional training programs for medical and pharmaceutical specialties "".
On December 22, 2017, a license was obtained in accordance with order No. 1-03 / 441 of the Department for Control of Education of Pavlodar Region of the Committee for Control of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan for educational activities in "Nursing" with the "Applied Bachelor’s degree" qualification.
The first graduation of 47 people, including 24 people under the accelerated educational program for the Applied Bachelor's Degree in Nursing was carried out in February 2018.
In August 2018, 98 people were enrolled in the college for the Applied Bachelor's Degree in Nursing, 50 of whom were on state educational order with a training period of 3.6 years.
New challenges for nurses include: educating individuals and families to help themselves and maintaining and promoting reproductive health, helping them cope with chronic diseases, and modifying health services at all levels to meet the needs of people at risk.
Continuous improvement of nursing practice and increase of quality of medical care provided require a corresponding improvement in the quality and adequacy of training for those who want to acquire the profession of a nurse, as well as continuous improvement of the qualifications of already working nurses.

 

Competencies

Students of the Applied Bachelor's Degree in Nursing are supposed to possess the following competences:

Basic competences (BC):
BC-1. Learning: Ability to engage in targeted, active learning individually and in groups using information management, critical thinking and decision-making skills.
BC-2. Professionalism: Demonstrates adherence to professional ethical principles and principles of confidentiality, complies with legal and organizational norms, is responsible for maintaining a positive work environment, focuses on improving the effectiveness, is responsible for his/her actions and the end result.
BC -3. Communications: able to effectively interact with different people in different situations using a wide range of technologies.
BC -4. Innovations: able to solve various challenges and problems creatively, individually and in a group, use and introduce modern technologies to increase the efficiency and effectiveness of activities.
Professional competences (PC):
PC-1. Clinical Nursing: Able to deliver safe patient-centered nursing care, take responsibility for independent decisions, actions and personnel management.
PC-2. Scientific approach and evidence-based nursing practice: plans and carries out scientific research in nursing, presents research results and implements them in clinical practice, makes informed decisions based on evidential nursing practice.
PC-3. Health Promotion: Proficient in a wide range of methods and strategies to promote healthy lifestyles and self-care at the individual / family / population level.
PC-4. Training and Guidance: Proficient in a wide range of techniques and materials in nursing to train and guide various patients and groups.

Summary

Pilot Project on introduction of a new model of nursing service in the organizations of practical public healththe clinical bases of the Higher Medical Colleges of the Republic of Kazakhstan has been launched

The pilot Project initiated by the Ministry of Healthcare of the Republic of Kazakhstan was launched on August 9, 2017. It is aimed at creating a new system for managing nursing services in the healthcare organizations of the Republic of Kazakhstan.

Pilot Project's goal

Develop and implement a new model of nursing service on the basis of proper international requirements for the nursing specialty in organizations of practical public healthclinical bases of the Higher Medical Colleges.

The working group for the project implementation includes: international consultant Johanna Heikkila (JAMK, Finland), Chairman of the Executive Board of the Medical Colleges Association of the Republic of Kazakhstan, representatives of the Republican Center for Health Development, Principals of the Higher Medical Colleges, representatives of practical healthcare of the Republic of Kazakhstan (President of the ROO Poryz, Executive Assistants for Nursing Care from republican health clinics who has an experience of passing the international accreditation of JCI), Heads of pilot medical organizations.

In order to implement the new model of the nursing service 29 pilot medical organizations from the following seven regions have been determined: Astana and Almaty cities, Akmola, Kyzylorda, West Kazakhstan, South Kazakhstan, Pavlodar regions.

A social research was conducted to determine the current and desired state in the area and volume of nurses' professional internship in the Republic of Kazakhstan. A total of 641 respondents were interviewed (19 Heads of medical organization, 24 Executive Assistants for Nursing Care, 30 Executive Assistants for Medical Care, 231 Heads of Departments, 337 Head Nurses).

11 areas of professional internship for nurses who have different education levels were defined: 1) nursing judgement and care plan; 2) delegation from doctors to nurses; 3) training and guiding patients and their families; 4) communication and coordination in a team of health professionals; 5) quality of care and patient safety; 6) health promotion and preventive health care; 7) demonstrable nursing practice; 8) expertise; 9) updating the knowledge; 10) guidance/mentoring and supervision; 11) management and leadership for implementation in the practical healthcare organizations of the Republic of Kazakhstan.

Subsequently, brief summaries will be given for each task of the pilot project.
