1. Introduction
Mission
Training of qualified, competitive specialists in medicine in accordance with the existing promising requirements of the state, and the implementation of an effective model of social partnership between college, society and health care system aimed at strengthening health of the population of the country.
Objectives:
– Strengthening and modernization of the educational and material and technical base of the college.
– The use of effective pedagogical technologies that ensure a high educational level of students.
– Professional development of teaching staff.
– Development of student self-government.
– Expanding the space of social partnership, including development of a system for the implementation of professional practice of students and employment of graduates.
– Deepening engagement with organizations from near and far abroad on the basis of various forms of mutual cooperation.
Perspective
PSE on the REM "Pavlodar Medical Higher College" is a leader in the system of professional continuing education with an effective management system, using innovative information and communication technologies.
The activities of the college as a whole are determined by its mission, reflecting its place in the unified educational space of Kazakhstan.
PSE on the REM "Pavlodar Medical Higher College" realizing national and regional priorities in the field of education, positions itself as a leader in the system of professional continuing education.
The mission of the college is fully consistent with the strategy, corresponds to the tasks of the development of the region, the country, the national system of technical and professional education.
2.Analysis of the current situation (external and internal factors)
Public state enterprise on the right of economic management (PSE on the REM) "Pavlodar Medical Higher College" (PHMK) of the Department of Healthcare of Pavlodar region is one of the oldest secondary specialized educational institutions in the region.
The history of Pavlodar Medical Higher College begins in 1949 with the opening of a 2-year nursing school.
By the Decree of the Council of Ministers of the Kazakh SSR No. 707-p dated 04.08.1954, the medical school was reorganized into a specialized school, where they began to train not only nurses, but also paramedics and nurse-midwives.
In subsequent years:
1961 – an evening department for the training of nurses was opened
1963 – first enrollment for the specialties "Pharmacist", "Medical assistant"
1964 branches of a medical specialized school for the training of nurses were opened at the central district hospitals
1980 – training in the specialties "Dentistry", "Orthopedic Dentistry"
1989 – the specialty "Laboratory diagnostics" was introduced
1993 – the department of pre-university training for specialized medical classes of secondary schools was opened
1995 – the school received the status of college.
2012 – implemented a quality management system for compliance with the requirements of the Standard of the Republic of Kazakhstan ISO 9001-2009 was implemented
2013 – the advanced training department was reorganized into the Continuing Education Center for Secondary Medical and Pharmaceutical Workers.
2014 – on the basis of the order of the Ministry of Health of the Republic of Kazakhstan, the Regional Simulation Center was opened.
2014-2015 academic year – within the framework of the implementation of the World Bank Project "Technology Transfer and Institutional Reform in the Healthcare Sector of the Republic of Kazakhstan", an educational program of Applied bachelor's degree in "Nursing" was introduced as an experiment.
2015 – an international quality management system was introduced for compliance with the requirements of the ISO 9001: 2008 standard (TUV Rheinland Cert GmbH quality certificate No. 011001518810 from 03.07.2015 to 02.07.2018).
2016 – Through the merger of the Continuing Education Center of Secondary Medical and Pharmaceutical Workers and the Regional Simulation Center, the Continuing Education and Simulation Training Center was opened.
2016 – the college was issued the international institutional and specialized credentials for 5 educational programs by the Independent Kazakhstani Agency for Quality Assurance in Education (IKAQA) for a period of 5 years.
August 2016 – the college received the status of a higher medical college.
To date, PSE on the REM 'Pavlodar Higher Medical College' is one of the leading educational institutions in the system of technical and professional education of the Republic of Kazakhstan with an effective management system, using innovative information and communication technologies. The college provides high-quality educational services for the preparation of qualified, competitive specialists in the field of medicine in accordance with the existing, prospective requirements of the state and the implementation of an effective model of social partnership between the college, society, and the health care system aimed at strengthening the health of the population of the country.
Currently, educational activities are carried out in 7 specialties: "Nursing", "General Medicine", "Hygiene and Epidemiology", "Laboratory Diagnostics", "Pharmacy", "Dentistry" and "Orthopedic Dentistry".
Over the years of existence of college, 20247 mid-level medical workers have been trained.
Analysis of the external environment:
Efficiency of human resource management in the healthcare industry in the direction of modernizing medical education, developing innovations and medical
science will be increased within the framework of the State Program for the Development of Healthcare of the Republic of Kazakhstan "Densaulyk" for 2016 – 2019 years.
The basis for the system of continuous professional development of human resources in the health care system will be the National Qualifications Framework, the formation of which provides for:
1) the development of professional standards in the field of healthcare, regulating the level of qualifications of graduates and active specialists, with the participation of practical healthcare organizations, medical associations and scientific organizations;
2) the development and implementation of standardized certification courses for each specialty and qualification level in accordance with professional standards and based on the implementation of international approaches (Maintenance of Certification procedure);
A prerequisite for the further development of medical education will be its full informatization with the creation of online services, libraries, classrooms, personal electronic accounts of students and teaching staff with the possibility of transparent and effective control of knowledge and skills, unlimited expansion of the educational and scientific information base.
Analysis of the internal environment:
Pavlodar Medical Higher College is located in a typical educational building, consisting of three separate buildings with classrooms, lecture halls and laboratories for practical and theoretical studies, as well as utility rooms.
The total area is 6545.1 sq.m, including the usable area – 6394.6 sq.m. There are 9.4 square meters per student, which corresponds to the current sanitary standards.
There is an assembly hall for 250 seats; a canteen for 200 seats, equipped with appropriate equipment and furniture, a library with a reading room for 30 seats, a sports hall with a total area of 267.9 sq.m., an equipped professional football field for playing sports events, as well as some types of athletics , and utility rooms, where a complete set of sports equipment is located to ensure the current curriculum.
Optimal conditions for organizing the educational process were provided in the college.
Training sessions are held in 41 classrooms and laboratories in accordance with the State Compulsory Educational Standard.
For the high-quality practical training of all-types, agreements on joint activities (social partnership) have been concluded with 40 medical (pharmacy) organizations of the city and region.
The list of practical training bases of Pavlodar Medical College, where 10 rooms are located (regional: clinical hospital named after G. Sultanov, children's hospital, infectious diseases hospital, cardiological and perinatal centers, oncological and narcological dispensary; city hospitals No. 1 and No. 3 and Pavlodar district polyclinic) the order of the health department determined.
There are 5 computer classes with 140 computers connected by a local network and Internet access. A language laboratory is equipped as well. A fire alarm and video surveillance system is installed.
Classrooms and laboratories, depending on their purpose, are equipped with training phantoms, mannequins, medical simulators, devices, patient care items, sets of medical instruments, technical teaching aids (14 interactive whiteboards) necessary for theoretical and practical classes, as well as for intermediate and final state certification. There are 54,449 copies (including 10,090 copies in the state language) in the book fund of the library. To ensure a high-quality educational environment and the introduction of information and simulation technologies in the educational process, the college annually enriches and improves the material and technical base.
There is a Continuing Education and Simulation Training Center, which is equipped with modern medical simulators.
Medical care for students, teachers and staff is carried out by a medical worker of the health station. Medical activity of the station is carried out according to the license issued by the Department of Health of Pavlodar region.
The educational process at the college is carried out by 85 teachers, including 79 full-time (92.9%). They are: candidate of sciences – 1 (1.3%), masters – 12 (15.2%), teachers with the highest category – 28 (35.4%) and teachers with the first category 10 (12.7%), with the second category – 16 (20.3%), without category – 25 (31.6%).
To determine the vector of further development various methods of assessing situational factors affecting the development of an organization are used, in particular SWOT analysis.
SWOT analysis:
Strengths of the organization:
1. Chosen policy and development priorities allow the college to take a certain place in the field of health care and education and successfully promote the goals and objectives of training specialists which meets the requirements of the labor market.
2. Expansion of social partnership and formation of stable relationships with medical organizations contribute to the training of competitive specialists and are a decisive part of the quality assurance system for training specialists.
3. Practical training is carried out purposefully and systematically, in accordance with the approved regulatory documents and the State Compulsory Educational Standard of the Republic of Kazakhstan in terms of the adopted Concept for the development of nursing in Kazakhstan until 2020;
4. Number of medical bases assigned to the medical college corresponds to the profiles of professional training;
5. Organization of the educational process ensures the implementation of curriculum and training programs for mid-level specialists of the health care system and is aimed at creating conditions for the disclosure and implementation of intellectual, creative and professional abilities and the comprehensive development of the personal potential of students;
6. The use of new technologies and innovations in the educational process as well as the cooperation of the college with clinical bases for graduates' internship improves the quality of training of specialists and contributes to increasing the competitiveness of college graduates;
7. Labor market is regularly monitored for the demand for graduates;
8. Effective system for assessing students' practical knowledge and skills is used;
9. Employers are satisfied with the quality of student training.
Weaknesses:

Opportunities:

Threats
– presence of potential competitors (colleges, training centers), implementing or planning to implement medical technical professional and additional education.
– discrepancy and imbalance between possibility and need (classroom-based buildings, human resources, equipment, clinical bases)
– low basic level of applicants
– excessive administration of the educational process, which does not allow flexible response to the achievements of science and technology, to take into account the need for practical health care
– absence of unified database of educational statistics in the field of education
– changes in the policy of financing continuous professional development programs and legal acts
– deterioration of the global and regional economic situation.

5. Procedure of monitoring and evaluation of the efficiency of implementation of the strategic plan
Monitoring and evaluation of the effectiveness of the implementation of the strategic plan is carried out by the director of the organization. Monitoring is carried out once a year with conclusions on the degree of achievement of purposes and the need to adjust the strategic plan.
Monitoring is carried out through the regular collection of information for study and analysis of:
-use of resources;
-fulfillment of targeted activities;
– achievement of the planned targets.
Sources of information for monitoring are:
– annual report on the work of college
– structural divisions reports
– budget versus actual report
– Final State Attestation Protocols
– Agreements with medical organizations
– questionnaires
– other sources.
Reliability and completeness of the results of monitoring remain with the implementators and co-executors of the documents. Based on the monitoring results, if necessary, the strategic plan is adjusted.
