Pavlodar Higher Medical College is situated within a typical educational building. There are 3 campus buildings. Currently, these buildings are designed to house classrooms, lecture audiences and laboratories for theoretical and practical classes. Facilities took place in one of them.

On the basis of the order No. 336 of the State Institution "Finance Department of Pavlodar region" dated July 9, 2017 "On communal property", the non-residential premises of the administrative building of medical organizations, located at 151/2 I. Baizakov Street were transferred to the economic management (balance) of the medical college with a total area of 4196.0 square meters, where a dormitory is currently planned for college students and young professionals in practical health care. Work has begun on design and estimate documentation. Commissioning is planned for 2022.

Total area of two buildings is 10741.1 sq. m., where the training area is 6837.8 sq. m. There are 7.7 square meters per student, which corresponds to the current sanitary standards.

As part of the implementation of the requirements of the State Obligatory Education Standard of the Republic of Kazakhstan, the college administration creates in classrooms and laboratories a modern educational environment that is as close as possible to the requirements of practical health care, the real conditions of the future professional activity of students. 38 classrooms and laboratories are equipped for training sessions, provided for by the State Obligatory Education Standard of the Republic of Kazakhstan of the years of 2016 and 2020, including 10 offices, which are located in medical organizations of the region and the city.

There is an assembly hall with an area of 250.8 square meters, a library with a reading room for 30 seats, a sports hall with an area of 267.9 square meters, a professional football field, a dining room for 200 seats.

The college administration regularly makes arrangements to upgrarde the material and technical resources. Optimal conditions for the the educational process are created in the college. Rooms reserved for classrooms and laboratories meet the sanitary and hygienic requirements, are designed to hold the required number of students, accommodate the educational equipment and special furniture provided by the equipment table, allow observing the safety rules during practical and laboratory classes.

Conditions created in the classrooms intend to develop the basic and professional competencies which are necessary for the activity of a paramedical worker. The design of all cabinets is as close to the workplace of a future specialist as possible.

There is a simulation center which is equipped with modern medical simulators, phantoms, mannequins, hardware, patient care equipment and essential medical items. For example, there is a robot-simulator programmed by a computer with a software license for creating its own clinical scenarios on a separate (remote) computer for training emergency skills. Also, the following items are at students’ disposal: a multifunctional computerized simulation dummy for maternity and newborn delivery, instrumental birth trainer, extended version of a dummy for patient care, infant simulator for cardiopulmonary resuscitation allowing the procedure to be monitored, Ambu phantom system for defibrillation and cardiopulmonary Resuscitation with Wi-Fi support, electric model for intubation of the trachea with a set of laryngoscopes and Ambu bag for adults and newborns, improved trauma trainer, tracheostomy trainer, trainer for puncture and draining the pleural cavity with a simulation of pneumatic- and hydrothorax, etc.

In recent years, a high-tech, computerized, interactive manikin has been acquired for providing emergency assistance when working in a team, which allows you to change vital signs in real time, monitor the conduct of resuscitation actions, draw up an unlimited number of clinical scenarios, conduct drug therapy, create test results through the laboratory, provide a detailed report on the quality of the events (HAL), as well as a three-dimensional virtual simulator (3D technology), a constructor of internal diseases "Botkin", a training module for a specific nosology, which allows theoretical and practical classes using modern information technologies, televisions – 2 pcs., Video wall -1 pc., Video projector-3 pcs., Interactive board -1 pc., Computer assembly -40 pcs., Electric stove -1 pc., Educational literature for Applied bachelor's degree, etc.

A robotic cardiopulmonary resuscitation simulator, a bed for newborns, textbooks, video projectors, an interactive whiteboard, a network switch, uninterruptible power supplies, a wall telecommunication cabinet, a network switch, a multifunctional device, a color printer and medical products were purchased.

College maintains an effective work on introduction of information technologies intp the educational process. There are 5 computer classes with 122 installed computers. All structural departments of the college are provided with computer and office equipment. All college computers are connected to the local network and they are granted an access to the Internet through a broadband Internet

channel. The Wi-Fi system is installed in each of three campus buildings to provide mobile free wireless access to the all kinds of information online.

There are 14 interactive whiteboards in the college.

The video conference room is equipped with all necessary features to conduct video lectures online. In order to create an appropriate environment for studying language disciplines, the new multimedia technologies are implemented within a language lab.

College has an electronic schedule system. Four displays broadcast the schedule of each class in a 24/7 mode for the current day and the next week too. An electronic terminal is installed to provide students and teachers with the schedule of lessons, sessions, state exams, gym, etc.

In order to ensure the safety of students and college staff, a video surveillance system operates. It consists of 86 internal and external high-resolution video cameras with professional software and the ability to monitor all cameras simultaneously.

Level of equipment of classrooms and laboratories is 89.9%.

Medical care for students, teachers and staff is provided by a doctor and a nurse. Medical activity of the office is carried out according to the license issued by the Department of Health of Pavlodar region.

Medical workers of the first-aid post conduct daily reception of students, provide first aid for students, sudden illnesses, injuries, organize medical examination of students and staff, keep dispensary records of students with chronic diseases, and, if necessary, carry out anti-relapse treatment as prescribed by the district doctor. If necessary, the sick and injured are sent to the medical organizations of the city.

Under the guidance of medical workers of the first-aid post, sanitary and educational work is carried out among college students to promote a healthy lifestyle. The sanitary and hygienic state of the college is under special control, as well as the organization of hot meals for students in the college canteen.

Corresponding accounting and reporting documentation is kept.

The regional diagnostic center and the city polyclinics №1, №2, №3, №4 and №5 provide qualified medical care to students and employees.

There are 56487 publications in the general library fund (including 10796 in the state language).

The fund of educational literature from the total fund is 28882 items (including 6846 copies in the state language).

The fund of educational and methodical literature consists of 23111 items: 5457 copies of methodical literature (including 967 copies in the state language), scientific literature – 13587 storage units (including 2137 publications in the state language), reference, official and other literature – 4067 items.

The fund of fiction and periodicals is 3897 items (including 358 in the state language).

The fund of the media library consists of 3040 electronic publications (including 384 in the state language), of which 597 are licensed publications (143 in the state language).

The majority of the acquired literature is textbooks for "Nursing" of the Applied Bachelor degree qualification in: evidence-based medicine, personnel management in nursing, pediatrics, nursing in pediatrics, nursing in therapy, specialized nursing, normal anatomy, normal physiology, etc.

In total, in the 2019-2020 academic year, 3,448,853.6 tenge were spent on the purchase of literature.

Over the past two years, the library has been equipped not only with books, but also with equipment, etc. For example, a subscription to the electronic resource of the Elsevier publishing house on the ClinicalKey portal is an important event for the library. Now our reader has access to world-class information and gains experience in the information base of the international scale.

In the long-term financing plan, it is planned to overhaul the facade and roof of the building, purchase a mini printing house, equipment for distance learning, and equip offices of special subjects
